Legacy Dispute Resolution was built on decades of real-world claims experience, practical judgment, and a commitment to fair and professional dispute resolution. Led by Randy Allgood and Dina Bullard, Legacy brings nearly 60 years of experience in the insurance claims industry, including work as professional claims adjusters, firm owners, claims managers, and insurance professionals.

Randy Allgood has spent his career evaluating complex property losses, managing claims operations, leading adjusting teams, and working through the details that often determine the fair resolution of disputed claims. His background in construction, agriculture, large-loss adjusting, and insurance appraisal gives him a practical understanding of both property damage and the claims process.

Dina Bullard brings extensive experience as an insurance agent, adjuster, and claims manager. Her background provides valuable insight into policyholder communication, carrier expectations, claim documentation, and the importance of organized, professional claim handling.

Together, Randy and Dina understand that disputed insurance claims require more than paperwork. They require experience, credibility, clear communication, and a disciplined approach to evaluation. The Appraisal Process


The Texas Department of Insurance describes appraisal as a formal process used to resolve disputes over the amount of a covered property insurance loss.
 
Appraisal is generally used when the policyholder and the insurance company disagree about the value of the claim, the amount of damage, or the cost to repair or replace covered property. It is not used to decide whether the policy provides coverage for the loss.
 
In the appraisal process, the policyholder selects an appraiser, and the insurance company selects its own appraiser. The two appraisers review the claim, inspect or evaluate the damages, and each determines the amount of loss. If the appraisers do not agree, they select a neutral umpire to help resolve the disputed amount.
 
Once the appraisal panel reaches an agreement, an appraisal award may be issued. The award establishes the amount of loss, subject to the terms, conditions, limits, and coverages of the insurance policy.
